CAUSE
Transparent Database Encryption (TDE) wallets files (ewallet.p12 and ewallet.sso) were found in the Grid account and not in the Oracle account. The location of said wallets (ENCRYPTION_WALLET_LOCATION) was set in the Grid sqlnet.ora file.
SOLUTION
Add the ENCRYPTION_WALLET_LOCATION parameter to the the database Oracle Home sqlnet.ora file for the Standby database and not in the Grid account.
